Open Data Policy

Scope

The provisions of this policy apply to all public data and information - non-confidential or protected - produced by the Bank, whatever their origin, form or nature, including paper records and information stored on the computer, audio, video, maps, photographs, manuscripts or handwritten documents, or any form of recorded information.


What are the open data?

Data are available to all visitors to the website of the Bank for Electronic Social Development, which aims to enhance participation and enhance knowledge. Visitors and users of the website must also be informed of the policy of using such data to identify any updates, and it should be noted that all open data available on the Bank website are intrusive and non-profit.


Main principles of open data

Principle I: The origin of the available data ensures that data are made available to all through disclosure, accessibility and use, unless their nature requires not to be disclosed, privacy or confidentiality.

Principle II: Open format and automatic readability of data are made available and provided in automated format that allows them to be processed automatically, so that they are kept in commonly used formats (e.g. CSV, XLS, JSON or XML)

Principle IV: Inclusiveness obliges the Bank to ensure that open data sets are as comprehensive as possible to include as much detail as possible, to reflect recorded data as not contrary to privacy policy and the protection of personal data, and to include metadata that explains and explains preliminary data, with explanations or equations explaining how to extract or calculate data.

Principle V: Non-discrimination The Bank is committed to making data sets available to all permanently discriminatory and without the need to register.

Principle VII: Licensing of open data in Saudi Arabia is subject to licensing that establishes the regular basis for the use of open data as well as the conditions, obligations and restrictions imposed on the user and the use of open data indicates acceptance of licensing requirements.

Principle VIII: Develop the governance and inclusiveness model that enables open data to gain access and participation for all, enhances transparency and accountability of stakeholders and support decision-making and service delivery.

Principle IX: Inclusive development and innovation commit to play an active role in promoting the reuse of open data and providing the necessary resources and expertise in support, and to work in complementarity between the parties concerned to enable the next generation of open data innovators and to involve individuals, institutions and all in general in the release of open data capabilities.


Open data users

The Bank provides users with access to open data and the right to use such data on their own responsibility, which is guaranteed to all beneficiaries and is provided free of charge.


Liability of data users

The user of open data is responsible for the reuse of data on the bank website, and the reuse of such data must not result in any errors regarding the content, source and date of the data.


Bank responsibility

The Bank for Social Development is not responsible for any damage or abuse suffered by the users as a result of the use of such data posted on the website of the Bank. The Bank does not guarantee the continuity of the availability or part of such data, nor does the Bank have any responsibility for users of such data and any damage or loss caused by their reuse.


Reuse conditions

The user must not distort or source these data.

Such data shall not be used for political purposes, to support illegal or criminal activity, racial or discriminatory comments, to induce or adversely affect culture, equality, incitement or any irregular activity or contrary to the customs and traditions of the Kingdom. When using such data, it must be indicated that their source (the website of the Electronic Social Development Bank). Reference must be made to the source of information that has been reused through the development of the web site links to preserve the source and credibility of data.
